The 25-year old Costa Rica international would be joining Betis for his second spell with the club, having joined the Los Verdiblancos on a season-long loan for the 2012-13 season, scoring two goals in 33 appearances for the club.
Campbell has reportedly made it clear that he does not want to leave on loan, which hints towards a permanent move, but the details of the move is are still unclear.
It would be the sixth loan spell in six years for Campbell since he joined the Gunners from Costa Rican side Saprissa in 2011, having spent last season on loan with Sporting Lisbon, scoring three times in 28 appearances in all competitions for the Portuguese club.
Campbell joins Lucas Perez who also looks likely to leave the Emirates for Spain this summer. The winger has only played just 40 times for Arsenal since joining the club.
