Hertha Berlin have agreed a loan deal with Arsenal to sign Granit Xhaka during the January window, but the move will only go ahead if the Gunners sign a replacement.
The Independent claims that Mikel Arteta will have the final say, with the new Arsenal manager keen to avoid being left short of options in the middle of the park.
The Bundesliga side have agreed to sign the player on loan with a £25 million option to buy.
It now looks like a move away for the Swiss star will depend on Arsenal bringing in a replacement.

Arsenal have already been plagued by injuries at the back and they cannot afford to be left short in midfield either.
An injury to either Matteo Guendouzi or Lucas Torreira would leave Arteta in big trouble going into the second half of the campaign.
The two central midfield roles have been a problem position for Arsenal this season. Under Unai Emery, there was a lot of chopping and changing, with the former Gunners boss lacking consistency in his team selections.
With the top four seemingly out of the question for Arsenal, Arteta has time on his hands to bring in another player in an attempt to find the right balance with a view to next season’s team.
