Unai Emery has been told that Reiss Nelson and Callum Chambers will not return from their respective loan spells in January, according to the Metro.
Nelson is currently plying his trade in the Bundesliga with Hoffenheim, while Chambers is at Premier League strugglers Fulham.
The report also states:
The Arsenal manager has been told he will be forced to work under a severely restricted budget with a view to saving funds to sign significant reinforcements in the summer.

Arsenal had been linked with moves for the likes of Ever Banega and Nicolas Pepe, but neither look likely to join in January.
Due to this, Emery was thought to be keen on recalling Nelson and Chambers, in order to improve squad depth at the Emirates.
A fee would have to be paid out in order to end Chambers’ time at Fulham prematurely – something Arsenal are unwilling to do.
Meanwhile, the Gunners are against the idea of bringing back Nelson prematurely, believing it could “disrupt his progress.”
