Reports have claimed that Leno has cost between £18-20m after he made it clear to Leverkusen that he wanted to leave the club.
Arsenal were keen to replace Petr Cech this summer after a season of mishaps from the former Chelsea star.
Leno is now set to take over the number one shirt for Unai Emery next season at The Emirates.
The 26-year-old becomes Arsenal’s second signing of the summer, joining Stephan Lichtsteiner.
Arsenal are also closing in on the signings of Sokratis and Lucas Torreira, with deals agreed for both players.
Despite narrowly missing out on a place in Germany’s squad for the World Cup this summer, Leno has been capped six times for his country.
