The report claims that Inter are looking to secure a loan deal, with an option to make it permanent at the end of the season.
Mustafi did mis the start to the season for Arsenal with injury but returned against Stoke last week in the Premier League.
The defender was unable to prevent the Gunners losing 1-0 to a strike from Jese Rodriguez.
The German international played 37 games for the club in all competitions last season, scoring twice.
This included 26 appearances in the Premier League, although he was unable to help Arsenal secure a Champions League place.
Arsenal defender Gabriel completed a £10m move to Spanish side Valencia last week.
