GetFrenchFootball (see above), claim that it is in tomorrow’s edition of L’Equipe.
Arsenal have been linked with a move for Lemar throughout the summer and this latest bid could clinch the deal.

The club have already had one offer rejected for the French winger and will be hoping they are not rebuffed this time around.
Lemar scored 14 goals in all competitions for Monaco last season and has five caps for his country – France.
Arsenal have also been touted with a move for Leicester winger Riyad Mahrez, who is said to be keen on the switch to The Emirates.
Although Leicester are said to be demanding a £50m fee for the Algerian winger this summer.
